Engaging the homiletical theory of faith seeking understanding, it warns of the danger of default doctrine and establishes a discipline to ensure that homiletical preparation involves more than simple grace and engages hard questions. The author used liberation theology as a basis for research and included material from Luke 4:18, as well as The White House Office of Faith Based Initiatives to support the premise that the faith community can collaborate with government agencies and others to transform communities. Therefore, it is critical in faith development to create congregational environments that encourage and facilitate choice-making for faith.  One necessary response is to enhance the kinds and frequency of connecting experiences in congregations to provide general encouragement.  The second response is to provide specific reflective learning experiences to help individuals clarify new goals for faith development as well as foster strong personal agency beliefs that these goals are achievable.
