The concept of base communities is used to test the readiness of a Hispanic church for ministry from a liberation perspective, and a couple of community-identified needs are chosen as testing grounds for the church's readiness for a theology of liberation. In this collaborative project four ministry areas work together, not only to provide direct service and pastoral attention, but also to give a careful analysis of the refugee and undocumented phenomenon - especially in light of the Immigration Reform and Control Act of 1986.
