The major research component consisted of a survey of  management attitudes and values in the area served by  King-Bay Chaplaincy.  The findings of the survey and the survey process itself influenced the strategy and development of the chaplaincy. The entire ministry of the chaplaincy is experimental in nature, as it is not based on a traditional model of ministry.  The Project Report is an account of the evolution of the new ministry, based on a problem solving approach which utilizes the research data from the survey in its planning process. The instrument used in this research was the Family Environment Scale (FES) which measures family environment in three major dimensions: Relationship, Personal Growth, and System Maintenance. Dimensions are divided into the following ten subscales: Cohesion; Expressiveness; Conflict; Independence; Achievement Orientation; Intellectual-Cultural Orientation; Active Recreational Orientation; Moral-Religious Emphasis; Organization; and Control. Three members of the Rochester Friends Meeting were interviewed twice: once in 1979 and again in 1981. The open-ended interviews were designed to provide sufficient information to locate the individuals in their respective faith stages.  In addition, the history of New York Yearly Meeting was examined in the context of Fowler's stages to establish the modal context of the Society.  The modal context of the Yearly  Meeting was seen as Stage 4, with individuals interviewed spread in  Stages 3, 4, and 5. The individual in  Stage 3 was the birthright member of the Society, while the other two joined as adults. Although conclusions cannot be drawn on such a small study, it is speculated that the structures of the Society do not impel a person's development beyond Stage 3. Apparently, other life events must provide the stimulus for development. Leadership is judged, consciously or unconsciously, by the persons who experience it.  It is the view of the writer that evaluations ought to be planned to maximize learning and growth.  The process of disciplined reflection is rooted in church history and is modelled in the biblical story.   Such a process can be a creative avenue for growth and change.  These experiences need not be feared nor do they need to be destructive.  It is possible to teach groups and individuals how to evaluate people and programs constructively.  The action research project attempts to illustrate, through the avenue of ministry, a process for evaluating pastoral leaders in the context of the congregation.  Fifteen Mennonite pastors volunteered to participate in an evaluation with their congregations.  Four types of evaluations were designed and tested. The results are described and evaluated.  The text included a statement outlining the conceptual basis for evaluation.  Results reinforce the thesis that evaluations can have a positive effect for the pastor and the congregation. Therefore, a secondary premise of this thesis is that human vulnerability, as a posture of faith, is essential to human self-fulfillment. Being penetrated is not necessarily a contradiction to be avoided but can lead to opportunities for human growth and entrance intod the Kingdom of God. In line with this premise, Jesus has been interpreted (functionally) as the Mediator who reveals the Fatherhood of God as grace and compassion on the one hand and, on the other, that the true posture of faith is seen as a vulnerable heart.
