To accomplish this task, this investigation uses a detailed literature review to provide a rationale and a theological context for churches to serve as a conduit for economic empowerment. Additionally, it presents and analyzes secondary data from the independent sector to determine the current level of economic programs which are being organized by churches today.  A case analysis of the economic empowerment techniques used by churches involved in the Industrial Areas Foundation is also introduced.  Thirdly, interviews with pastors of several churches with economic assistance/empowerment programs are included. This exploratory research was conducted to investigate the relationship between self-esteem, socioeconomic attainment and God-concept among African-American Baptists in East Baltimore.  Self-esteem was not shown to have a statistically significant impact on overall socioeconomic attainment. It was hoped that research would determine religious education would raise one's level of faith maturing and in effect bring about a higher level of church development.  A survey was conducted on twelve (12) subjects of the Third Mt Zion Baptist Church of Caroline County.  The subjects were evaluated through the use of two instruments: Margaret G Alter's Christian experience inventory, and Peter Benson's research project on faith maturity.  The research hypothesis explored the differences between horizontal and vertical faith, and the Christian experience inventory. However, the CEI instrument proved to be more helpful in measuring faith maturity in five areas: trust in God, growth in faith, experience of cost of faith, concern for others, and justification of faith. This presents a tremendous challenge and opportunity for the church in general, and for the African-American and Hispanic church in the Washington Metropolitan context in particular, to be involved in cross-cultural evangelism.  This project presupposes that cross-cultural evangelism will enhance positive social interaction between the two communities while highlighting the universality of the Gospel of Jesus Christ.  The Great Commission is our mandate to evangelize cross-culturally. In doing so it will challenge social and political structures that create and tolerate poverty, civil strife, racism, sexism, and nationalistic egoism.  The research model was in the form of a case study and survey.  A questionnaire was disseminated to two local congregations in the Washington, DC area, one Hispanic and one African-American. The resulting data was analyzed to identify the present attitudes of both groups. The purpose was to review the correlation between churches that employ administrative procedures in their daily operation and those that do not in regard to the overall effect this has had on the church.  Fourteen (14) Black Baptist churches participated in this research. They provided information on various aspects of the administrative process that was utilized to transact business in their church (e.g., membership growth, membership attendance at worship service, financial giving, and membership retention over the past five years). Information was also obtained pertaining to the organizational structure of the church and how this structure functioned administratively. In addition to the questionnaire, there was also an interview with the pastors to provide them with an opportunity to articulate their management philosophy and approach to administration. The hypothesis is that religion is still significant in the black drug sub-culture, whether they attend church or not.  A survey was conducted among 15 drug users in the Highland Park vicinity of Richmond, Virginia.  This survey form consisted of values that people hold and are passed on in families through the generations; family structures and interaction patterns; sources of pereceived stress; and demographic data.  The data revealed that the overwhelming majority of the respondents were either fairly or very religious; none of the respondents indicated they were not religious at all.  Though the overwhelming majority were religious, a significant majority of the respondents do not attend religious services at all. Many of the life values that are important to non-drug-using cultures are important to the black drug sub-culture.
