The object of the project was to meet the course objectives being achieved in face-to-face instruction. The course was taught in the fall of 2001. Student achievement of the objectives was measured through course assignments, as well as a pre- and post-test of student confidence and competence for youth ministry. Students in the online version of the course achieved the course objectives but exhibited a higher non-completion rate. This project will advocate that trained transitional leaders, also called interim pastors, are best trained to deal with those congregational dynamics between permanent pastors.  After clarifying the issues involved when congregations lose their pastors this project looks to the scriptures to identify similar dynamics of change to find ministry suggestions.  It then tabulates the results of surveys sent out to American Baptist Church interim pastors, search committees, and incoming permanent pastors in assessing the work of interim pastors. It explores the biblical foundations for such a process and discovers the need for it through thirty-three church surveys and contemporary literature.  Exodus 18, Numbers 11, I Samuel 16 are the Old Testament passages examined and Acts 1:21-26 and 6:1-6, I Timothy 3:1-7, and Titus 1:5-10 are the New Testament passages. The project unveils a four-step process with appropriate forms that will enable these churches to select better elders.
