More than that, asking questions about effectiveness tends to challenge the old way of doing things. If churches have ceased to be effective in making more and better disciples of Jesus Christ, they must ask whether they have become locked into tired and outmoded programs. It is the author's conviction that the era of the program-driven church is passing and the way of the future is to be purpose-driven. There has clearly been a paradigm shift which challenges some of the old assumptions on how we 'do church.' St. Paul's Anglican Church, castle Hill, within the Diocese of Sydney, has embarked on the journey of transitioning from being program-driven to being purpose-driven. Because it is a large church by Australian standards, with a Sunday attendance of close to one thousand adults, the transition has been slow and sometimes painful. Like changing the direction of a large ocean liner it involves some stresses and strains before the vessel is firmly established on its new course. The desirability of moving to the new course must be clearly communicated, and the congregation persuaded that this is consistent with the Bible and God's will. managing the change and caring for the people in the process is equally important. It then looks at leadership identification and development. specifically within the International Ministries (IM) structure. The research element of the project consists of interviews with thirteen mission leaders, seeking to determine if there is agreement on what a leader is and what his qualities and characteristics should be. The interview also seeks to understand how potential missionary leaders are identified and then developed for future positions on the mission fields. Various conclusions are drawn from the results of the interviews and both general and particular recommendations are suggested for further study or action on IM's part. The method used includes observation-participation with formal and informal interviews. It compares the biblical, the American, and the Malawian world views. The project is divided into seven chapters and four appendices. Chapter one is an introductory chapter. Chapter two is the literature review. It describes world view literature in general, African world view, and Western world view. Chapter three deals with biblical world view literature. It includes contributions from various Christian writers, and their perspectives show the contrast between the biblical ideal and the reality of Western norms. Chapter four gives the historical, theological, and sociological background. Chapter five outlines the methodology. It discusses expected outcomes and the avenues to getting there. Chapter six, dealing with findings, is based upon the evaluation done by the students at the end of the course. The appendices include lesson plans for each day, the exams, and the evaluation sheet. The project surveys literature reviewing issues facing pastors. The author surveyed 900 churches in five evangelical Canadian congregational-based denominations, covering denominational leaders, the senior pastor, and a key lay leader from each church. Pastor Care proposes that with denominational leaders acting as a catalyst, lay leaders can create a culture of care among local church leaders and assist pastors to find a mentor. The research method was to conduct open-ended interviews with leaders in churches, mission agencies, and foundations in order to build a philosophy of giving large financial grants. The research discloses that giving is best done through partnerships that are relational in nature. Three levels of strategic importance are delineated.
