The research question was, 'how will a leadership development program affect the Council on Ministries?' three major events were implemented.  Two preparatory sessions involved present members of the COM. The concluding workshop was an orientation for newly elected members of the Council.  The conclusion is that the development of leaders is accomplished through teaching skills, sharing information , and a process of spiritual growth. A system for planning ministry was developed with twelve lay persons in a suburban Protestant congregation of 1,400 members.  This system included a parish vision and mission statement, a nine step planning guide for program groups and a method for program evaluation. Evaluation of nine sermons, sessions discussing views of preaching, and sermon preparation seminars were the methods used; members of Fourth Lutheran Church, Springfield, Ohio, participated. The result of their interaction was a cyclical, sensitizing process which could have transferable applications within other contexts. A small group of members were taught models of conflict resolution and became the demonstration setting for practicing creative conflict resolution.  Pre- and post-testing demonstrated growth and positive change in each participant.  The congregation changed from self-defeating patterns in conflict, such as avoidance, to ones which accept diversity and value in appropriate conflict resolution. It also served to test the new form of organization for smaller United Methodist churches which place emphasis on group responsibility and accountability over that of hierarchical leadership. The training, which is described, occurred in nine sessions focusing on leadership skills and roles.  It was evaluated using the Style of Leadership Survey of Teleometrics, International, along with several other methods. A project of sharing, study, prayer, growth and reflection, it produced a model designed to translate learnings into parish, community and other contexts. Groups for lay ministry were projected in the areas of evangelism, pastoral care (elders), and church hospitality (deacons, deaconesses, ushers).  Rigorous training was planned and executed for each of these groups, their function was supervised, and its impact monitored through a period of seven months.  The training encountered a reluctance in the hospitality group.  The implementation experienced a hesitancy in the pastoral care group.
