This study utilized a qualitative design using interviews with elders of the Presbyterian Church in Ireland.  The literature review focused on four aspects of pastoral care: strategies used by Sessions, personal involvement of elders, elements affecting elders' individual engagement, and assessment by elders of the pastoral care. This study was a qualitative examination of the process by which deacons and elders developed into effective spiritual shepherds in their local churches. The study utilized focus groups comprised of four to five men each. The author gleaned the following three conclusions: 1. The calling to spiritual shepherding came soon after conversion. 2. The character necessary to spiritual shepherding formed through the influence of God-appointed individuals. 3. The study categorizes the leadership attributes listed in 1 Timothy 3:2, 2 Timothy 2:24 and Titus 1:6-7 into six dimensions to measure the quality of ruling elders.    Data collected from 92 pastors via questionnaire, was analyzed to test the validity of the study using SPSS Procedure Factor Analysis and Reliability. The data was collected from sixty randomly selected ruling elders who answered the questionnaire.  It was discovered that there is a higher correlation between specific academic training and good performance than between life experiences and good performances.  One must not conclude that good academic training will cause outstanding elder performance. There may be a third factor influencing both.  A supplement to the study itself provides a theological framework for the raw data.
