This purpose was accomplished by the development of an instrument which was applied in four local church settings.  The instrument contains sixteen statements related to interpersonal communication in the local parish.  Each pastor involved was to complete a self-evaluation and compare that evaluation with those completed by selective members of the congregation. It also examines the procedures which are currently used in the orientation of new missionaries of the Board in order to identify areas where improvement is needed.  Data compiled from a survey which was sent to a sampling of present and former missionaries of the Board was evaluated and analyzed. A large number of Lutherans were interviewed and tested as to their knowledge and attitude toward tithing and stewardship.  After an examination of the materials in terms of the historical context, with an emphasis on Luther's scholarship, conclusions were presented and a retreat was designed.
