This project sought present attitudes on this problem through 213 pastor and 313 layperson questionnaires sent to churches within the Cape Cod Council, and random samples of the Massachusetts Conference of the United Church of Christ and Hyannis Federated Church.  Seminars were held for the respondents. Through development of a mission statement, recruiting lay involvement in mission, and increasing financial giving to the congregation, the thesis was validated by results. There were also intentional efforts to increase the outreach proportion of spending.  The project uses case study approaches, looking at the efforts carried out within the target congregation.
