Part one develops a theology of lay ministry based on the premise that a Christian is a minister by virtue of his or her baptismal promises and that lay ministry is the living out of those promises.  Part two develops a plan for lay ministry training and accrediting which is based on the theology and which uses both church and community resources. Authors who had written on this subject in the past five years were consulted. The thesis also examined definitions and directions through a questionnaire mailed out to five hundred protestant churches representing three Lutheran 'evangelical' denominations.  The thesis was tested through the efforts of a lay ministry team.  This group arrived at a definition of lay ministry and implemented their ministry through several case studies which are presented. Through survey and analysis of the self-understanding of a number of church lay leaders, the more significant factors are isolated and described. Results of the research indicate that family and sacramental factors are highest on the list of contributors to these leaders' development. The theology is based on an understanding of the imago Dei, the effects of the fall, and the potential of redemption. The theory is eclectic with three components: 1) relationship draws on Carl Rogers; 2) responsibility draws on Glasser's reality therapy; 3) religious resources draws on several pastoral counselors.  A training manual was developed and tested.
