The theological principal undergirding this study maintains that the church of Jesus Christ must be a communion of saints, working as partners, as they witness to God's grace. This study examines how understanding their identity as a communion of saints will transform and revitalize their ministry and mission together. The church can be more meaningful in people's lives when it is actually practicing congregational love.  Congregational love has three balanced shapes: sharing, suffering and discipleship. Congregational love for newcomers is necessary for the local church to be open to and inclusive of new people. People are seeking such a fellowship and when the covenant fellowship is not found in a particular congregation, seekers look elsewhere.  The ministry challenge addressed by this thesis is the intentional introduction and cultivation of interventions to develop characteristics which will move an aggregate congregation toward becoming a covenant fellowship, thus becoming more attractive to the seekers as well as more responsive to their needs.  The conclusions reached in this study are that it is possible to create those physical characteristics of a covenant fellowship within a congregation which make a difference in retaining active members. The theological principle will suggest that the congregation needs to move away from viewing itself as the family of God or a fellowship, to an understanding of itself as the people of God.  Research will explain the difference between: the concept of a neighborhood church and that of a metropolitan church; new developing neighborhoods and stable communities; and small churches and large churches.
