The Chinese community in North America is still a distinct community within a Western society, and has little Christian pre-evangelism factors to build on.  This ministry project was carried out first by equipping two laymen in continuing witness training, followed by three pre-marital preparation (pastoral) counseling training sessions.  The sessions dealt with such issues as reasons for pre-marital preparation, communication, listening, acceptance, Gospel, finances, and in-laws. After investigating historical, theological, sociological and cultural factors, the writer develops a plan for a multiple ministry in a Japanese cultural setting.  The plan establishes a strong central church in the City of Tsu (Tsu Shinmachi Christian Church).
