Para-ministers are non-professional church workers, who serve alongside the ordained pastor who directs their efforts toward specific ministries. These persons are not bivocational pastors, associate pastors, or ministers of religious education, music, etc.  They are lay persons who are given monetary remuneration for part-time services and full-time responsibilities.  The project includes a biblical foundation and theological justification for the model along with guidelines for its implementation. The report examines the biblical, theological, and historical foundations of leadership with special attention given to the motifs of power, authority, and stewardship.  As a result of the research, the SERVES model of leadership was developed.
