Pastors assigned to small town and rural churches who have little or no background in small town culture go through a culture shock akin to those who are serving in a foreign land.  This project was designed to introduce the culture and values of the small town and help participants identify the issues with which people in these communities are dealing.  By using the accumulated knowledge and experience of participants and the writings of rural sociologists, several key issues were identified during this three-day workshop and solutions were established collectively. The planning resource is evaluated in terms of its theological validity, its usefulness to a small-membership church and its practical outcomes.  The practicum was conducted over a period of four months utilizing a strategic planning committee of 13 laity and the pastor.  It concluded with a two-day administrative council planning retreat.
