The author reviews the doctrine of ministry throughout the Old and New Testaments with special focus on the priesthood of all believers and baptism as the ordination of the people of God. Two instruments were used in a retreat setting.  The instruments determined styles of leadership, defined ministry, discussed who performs the ministry, and to whom. The results provided opportunity for evaluation and setting of goals.  The most effective and dynamic churches were those that shared responsibility and power between clergy and laity. The thesis of this dissertation is that parishioners' image of the ideal is a major factor.  Adams probes the cognitive, affective and behavioral components of church decision making by examining the biblical and doctrinal approach of the UPC, interviewing pastor nominating committees which selected ministers during the period, and questioning all the heads of staff themselves to compile a profile of the persons who were chosen.
