The primary goal of the study was to identify methods that are working to initiate and retain Chinese returnees in RFGs. Qualitative field research consisted of semi-structured interviews conducted in China with eighteen members of City A and City B RFGs. A Lutheran communicative contextualization process is introduced and emphasizes quad-cultural communication. The biblical basis for strategic planning, involvement of all God's people, and eight approaches in the literature is reviewed. The perspective of outsiders is assessed and interviews with Muslims provide insider perspectives.
