Its theological conviction is that the incarnational shape of Jesus' life should also be the shape of the church's ministry: a ministry that is of the whole people of God, guided by its public servants.  The project was also built upon the psychological/sociological thesis that lay helpers can have significant outcomes in their peer counseling. The manual presents a three-step program: education, evaluation, and application.
