The church must know itself, its mission, and how to accomplish its mission in the most effective way.  Both staff and laity are better equipped for service with effective job descriptions.  Materials on offices in the church were gathered, studied, and then a committee received input, compiled the results into job descriptions and obtained official board approval. Churches that were declining appeared to have similar program and ministry dynamics. Likewise, churches that were growing numerically seemed to share administrative and programmatic traits. Desiring to maintain a balance between the church's call to evangelism and its need to nurture and care for its members, the author established a model of consultation that would assist congregations to consider what their call to ministry might be at that time in history.  This project-thesis is the test of the effectiveness of the model.  Results have been very positive.  The information about the nature of Christian ministry and the permission given to churches to choose their course of ministry appear to be strengths of the model. The project implements and evaluates religious drama as a viable proclamation tool addressing an important congregational issue.  This thesis examines the issue of suffering using the book of Job.  It establishes a biblical and theological understanding of suffering and addresses the issue through an original drama, sermon and Bible study. Evaluation consists of questionnaires and interviews of drama participants, Bible study members and congregation. The method of study was to utilize a questionnaire sent to all clergypersons under appointment in the Baltimore Annual Conference who had served a previous appointment, collate findings with literature on transitions, and do interviews and case studies. A series of Lenten sermons addressed to a local congregation is the mechanism by which specific issues of codependency are juxtaposed with frequently mis-quoted biblical texts.  For example, does 'turn the other cheek' demand that an abused spouse is to stay in her marriage, regardless of beatings?  These and other similar concerns are addressed. This project was designed and implemented to test the applicability of this method of lay involvement in ministry in a different context--the USA.  The results of this project obtained through questionnaire and personal interviews and supported by actual records demonstrated the applicability of this model in the USA. For six consecutive Sundays at the Bolling Air Force Base Chapel Center, the usual amount of lay leadership was significantly increased by advanced preparation and enlisting volunteers from the congregation. Surveys taken before and after the experimental Sundays indicated the congregation liked the additional lay leadership, but not more than about ten minutes total; any more would make the service too long.
