Philadelphia is the context of study and the work of United Methodist Metro Ministries, Inc, the urban agency of the Eastern Pennsylvania Conference, is the example of an agency that developed and implemented such a process.  Findings include: new self-understanding and praxis of urban congregations based on socio-theological reflection; greater satisfaction in the work of ministry in the city; new appreciation for social context and biblical study.  This process necessitates critical reflection upon the urban context and disciplined biblical and theological study as indivisible for effective praxis in the city. Recruitment difficulties and on-site conditions resulted in the omission of key elements in the leadership style of the team leader. Church youth programs that are rooted in universal and normative principles are inadequate to youth.
