Measuring the right criterion, parishioners' satisfaction, can influence the quality of ministry pastors provide. This qualitative case study describes how chaplains and congregations understand ministry and uses the business model conjointly with the biblical theology to measure parishioners' satisfaction. As a pro-active observer, the researcher coordinated two annual conferences and seventeen discussion groups to identify the elements of ministry in a military chapel setting which best defines and encourages quality ministry in three army chapels. Measuring parishioners' satisfaction provided a more meaningful assessment of the community's spiritual fitness. However, many individual congregations show every sign of being vital congregations. This project establishes the feasibility of using Internet tools to connect Wesley Theological Seminary to these congregations. The author establishes precedence for the project by analyzing the history of seminaries and the conversation within theological education about its future. He grounds the project in the context of the seminary's strategic plan. The author researched ways in which ministers experience the tension between primary tasks of ordained ministry, of which relationships with the poor are a part, and the more tangible and measurable secondary and tertiary marks of ministry. The method of study for this project was largely ethnographic, consisting of field interviews with fifteen elders. The sermons, workshops, conferences, gift assessment, and Bible studies were tools that aided the transformation. Research led the writer to establish that there is limited to no recorded information as to how a religiously-based organization would go about setting up a religiously-based teacher's college and theological seminary.
