During a six-month period, twenty-four lay leaders utilized Participatory Action Research by engaging in cycles of planning, action, and reflection. Findings from the project included characteristics of effective leadership, leadership expectations, and the importance of resolute action to achieve initiatives for revitalization. This thesis-project was heavily influenced by my church's practice of testimony. After laying a theological foundation for testimony, this thesis-project is designed to assist preachers in preaching clear biblical sermons in which they incorporate personal faith stories. As a result of incorporating faith stories in sermons one would be engaging in a legitimate method to communicate the gospel. The research was selective, and it considered the initial interracial evangelistic emphasis of American Methodism's Wesleyan heritage. This project presents a model that engages in strategic planning and implementation of an Afrocentric NCD from a holistic standpoint.  The planning for an Afrocentric NCD provides for a new paradigm for the North Georgia Conference (NGC). The biblical foundations seminal to such an NCD and the theological contours of mission Dei serve as a framework. The context within the UMC and a specific geographical area are explored and developed. My proposal involved pre-testing subjects to determine their level of knowledge regarding health care issues.  Subsequently, the study conducted a series of seminars designed to increase the participants' knowledge on issues of health care.  Following those seminars, the study evaluated its results by post-testing the participants to determine the extent of acquired knowledge. The author planned for other young adults, peer ministers, to be the instruments through which those outlets were created.  The peer ministers received training and created programming for their peers, but the young adults and others at New Jerusalem did not feel that any programs were offered. Pastoral leadership is one of the fascinating challenges facing the 21st century church today. This thesis is not an exposition of the theology of congregations or of church ministry.  It attempts merely to describe and analyze what Dr. Eldin Villafañe refers to as 'the hermeneutical circle of social ethics.'  This systemic point of view involves three steps, which ask three basic questions: Clarification -- what is significant about this issue?  Conceptualization -- how do the Bible and precedent literature ground this project?  Confrontation -- what are the recommendations for further research?  In the introduction and chapter one, we do the first step by carefully looking at the social relevance present in our society that relates to the issue. In chapters two through four we carry out the second step by consulting other precedent research sources and doing theological and system reflection.  The third step involves developing a clear strategy consistent with a systems view of reality that relates to the first two steps.  The primary premise of this work is that long-term African American pastors and their congregations must plan for pastoral transition.  In so doing they ensure consistency and continuity of the overall ministry of God.
