He led a team of ten Scottish ministers to evaluate the performance of twenty-two Southern Baptists who served in their country.  The team developed a twenty-two page instrument which was used in sessions with churches interested in missionary involvement. The sessions led the churches either to ask for or to refrain from seeking Southern Baptist help. Observable and statistical data demonstrated that the use of the instrument aided churches in informed, high-quality decision-making. This project provided the justification for and the procedures by which the Shiloh Baptist Church, Chesterfield County, Virginia, created this system.  The result was the implementation of a manual of operations for the church and the development of a positive image for the congregation.
