An aspect of that polity is autonomy that declares each local Baptist church is a self-governing entity. In this context, lay authority has the potential to be misused and the laity can deselect a pastor at their will. This project, a case study is the presentation of a church to show how the call system works from candidacy to deselection. This study calls for an additional layer of pastoral oversight and recommends that pastors lead Baptist laity in securing pastors. The problem addressed by this project is imbalance in power and authority held by Baptist laity and manifested in the call system. Each strategy has its benefits and losses, but all strategies must lead to the pinnacle of hearing God's word. This research will investigate the benefits for the church congregation at Highland Baptist Tabernacle of strategic, long-term sermon planning through the Book of Hebrews. The motivation behind the research is to determine whether strategic, long-term sermon planning benefits this local church congregation in the areas of biblical understanding, spiritual conviction, and Christian living. If this strategy for sermon planning is highly beneficial, it could be likened to that of a strenuous climb up the mountain-difficult but well worth the effort. The study was an action research using a qualitative phenomenological approach. A reflective program, named 'Uncommon-8-weeks' was designed and introduced to the congregants to practice reflection on eight sermons preached for eight consecutive weeks. Research result identified seven aspects of post-preaching reflection: remembering, considering, connecting, self-examining, desiring, planning, and acting. The 127 participants were given a 5-point Likert scale with 12 questions to discover why, and a section to evaluate the study. The data revealed that the participants disagreed with the suggestions that were offered on the 5-point Likert scale as to why the Black churches were not involved in social activism. The project consisted of two phases.  During phase one the project director explored the demographics of Covington County, Alabama, and the profile of Covington Baptist Association Churches.  During this phase the project director also investigated existing strategy models in order to discover the best practices in strategy development.  During phase two the project director led a selected group of leaders of the Covington Baptist Association of Covington County, Alabama, to develop a multifaceted strategy for the association. Third, he enlisted a Strategic Planning Team from the church staff and leadership to develop a strategy model and action plans for reaching multiethnic unity. Finally, the project director presented the final product to selected church committees and teams for approval. This strategy was completed through four main goals: the team explored existing ministry evangelism strategies and outstanding church ministry evangelism practices of First Baptist Church, Bonifay; examined the ministry needs of Holmes County, Florida; created a ministry evangelism strategy; and presented this strategy plan to the church leadership.
