After the Council, a new phenomenon emerged of paid ministerial positions. The US bishops developed a theological framework for this phenomenon and named it lay ecclesial ministry. This project examines the developing theological understanding of lay ecclesial ministry, with focus on the human resource issues that surfaced with the emergence of the role of pastoral associate. It asserts that a staff development program must accompany reorganization if resistance is to be overcome and behavior changed.  The project links narrative theology to case studies.  A program emerges that fosters identity redefinition.  The program uses traditional third party cases and the case method proposed by organizational theorist Chris Argyris.  It integrates these into a format for theological reflection. The project argues for maintaining the title and function of bishop in the new church for those who serve in a supervisory role with congregations and ministers.  This stance is taken from a practical rather than ontological view of bishop.  The Lutheran church believes that the office of bishop has a special function but not a special status. The project generated a vision which proposes a solution to the issue of spiritual isolation among congregations through a structure of having a parish pastor serve part-time as an auxillary bishop in
