This project develops a practical design for how the region, a middle judicatory body, can train, empower, affirm, and motivate congregations for evangelism and church development, as the church seeks to faithfully fulfill the Great Commission.  Various approaches to evangelism and church development are explored, with evaluation of evangelistic efforts of other regions and local Disciples churches in Florida. This project surveys nine new church developments in various stages of congregational development.  With so many techniques available for establishing new churches, the function and efficacy of preaching and its impact on the character development of new churches is examined.  An online survey filled out by pastors and lay leadership sought to determine the perceived relationship between preaching and certain missional practices in the new churches. Nine pastors were surveyed and interviewed to discern their theological visions and leadership strategies in light of a theology which sees God's church sent on a mission. The research discloses that leadership factors include a passionate outreach oriented vision that is cast in a way which embeds the vision in the culture of the growing congregation. The prospective new church will be 'apostolic' in that it will be a church focusing on the unchurched.  The new church's form stems from Carl George's community group model that he labels 'meta-church.'  The first phase of the project develops the community group leader training curriculum.  The second phase centers on building the leadership skills of the community group leaders.  The third phase organizes the pilot group.  The fourth phase provides the community group leaders with field experience and employs the meta-church structure by having the pilot group meet eight times over a twelve week period. Russian church planters know a great deal about the nature of the new churches, and can offer insights about the kind of training needed to prepare pastors for them. Chapter one outlines the fundamental research of background information regarding the city, the church and the books of the Thessalonians. Chapter two contains the analysis of the contents of Paul's messages to the Thessalonian church based on biblical truth and faith. Chapter three concerns the study of Paul's missionary strategies in Thessalonica, including his selection of location and people for ministering, his methods of raising the church, his teachings, his working with his own hands, his team ministry and his obedience under the authority of the Holy Spirit. Chapter four presents the study of the principles of church planting and evangelistic ministries for Vineyard Christian Fellowship based on Paul's strategies for Thessalonica. The research consisted of interviews with sixteen church planters who had been mentored and had planted at least one reproducing church.  The findings revealed that subjects viewed their mentoring relationships as a key component in their preparation for church planting and an important factor in their decision to plant a reproducing church.
