This project focuses on measuring the leadership development successes of Basic Training graduates.  The hypothesis of this dissertation states that less than 25 percent of Basic Training graduates have trained lay leaders to become disciplemakers.  This project includes presentation of previous literature on leadership development in church planting situations.  Two types of churches are identified with several categories in each type.  Examples of leadership development processes are cited for each category. Methods of research included case study, reflection and exegesis, and involved attention in the areas of genogramic analysis, ethics, and ecclesiastical models. The project resulted in a new strategic plan, a training manual for mission workers, the establishment of an endowment fund, and a draft personnel policy manual. The course, 'Storying for evangelism and church planting', is designed to be taught by the LEAD team of the International Mission Board in eleven countries of Asia where the predominant religions are Buddhism, Hinduism, and Islam.  This project will produce a textbook to be included in the twenty-four subject LEAD seminar curriculum which gives basic leadership training to mostly untrained, recently converted and called pastors, evangelists, and church planters.  The writer will teach the subject in selected seminar locations during the Fall 2002 semester in South Asia. The author conducted a thorough examination of literary sources in the area of new church development. Current church growth research was also studied. In addition, the author drew upon effective, contextual models developed and implemented in pastoral ministry. This mission of God, or missio Dei, is reflected in Jesus' Great Commission for his disciples to go and make other disciples.  The launching of new churches needs to reflect this mandate for evangelism and be an expression of God's own missionary nature.  In this report is a case study of three larger membership Presbyterian churches in Dallas, Texas, whose launches reveal some common markers discovered through historical resources and interviews with the founders.  Larger membership churches have particular gifts for launching larger membership new church developments (NCD's).  This legacy encourages the launch of another larger membership NCD after contemporary adjustments are made to the missiology of these previous styles of NCD. Then, using Percept data an analysis is made that will show how Frisco, Texas, north of Dallas, is a likely place for the next larger membership NCD. Chapter 1 gives the context of both the church and the county, highlighting the need for Hispanic church planting. Chapter 2 examines the biblical and theological basis for church planting. Chapter 3 looks at church planting methodologies, including ethnic church planting and Hispanic church planting in the state of Alabama. Chapter 4 gives details of the project process. Special attention is given to the different types of preparation for church planting. Chapter 5 is the author's personal reflection on the project. Because the project's goal was to lead the church to begin the journey of church planting, little emphasis is given to the 'nuts and bolts' of church planting. Can an efficiently organized and properly administered assessment model help select strong and competent church planters who in turn will train other church planters? The scriptures provide the foundation for assessment of others to whom the work of God is to be entrusted.  We are commanded by the scriptures to search for reliable and qualified men who will teach the doctrines of the church and proclaim the Gospel.  Church planting is just one of the many ways that the church does this.  If the church is to be faithful to the command given by Paul, then we must search for reliable and qualified men to plant Christ's church. In the churches where the founding pastor provided long-term leadership, more consistent growth occurred.  The difficult issues faced by the founding pastors were also evaluated in this study along with strategies designed to help navigate these challenges.
