Investors owning and buying properties for speculation place the church in a lopsided competition for property ownership.  Assumptions of some churchgoers who understand the steepled church building as an authenticating symbol require a pastor to address perceptions hindering church growth.  This project offers findings that suggest that people are tied to a steepled-church concept. The project produces a foundational document that may serve as a guide to new church development in western North Carolina. Twenty-one members from an established congregation became the nucleus for the Augusta Church.  A ten-part church-planting plan was developed.  Northern New England church-planting vision progressed as the successful impact of the Augusta, Maine, church planting project unfolded.  The church plant has been successful following the church-plant plan. The model involves nation-wide research through questionnaires and interviews.  Testing was done within the context of the Atlanta-Roswell District.  The model includes a district church development plan.  Results from across the denomination show that the district superintendent's role in new church development is taken seriously; however, the clarity of the role and evaluations of performance of the superintendet are mediocore. The model was developed by a twelve-person task force from within the existing congregation using The Phone's For You as the starting point.  Effective marketing and group dynamics within the existing congregation were key concerns.  The task force participants grew in their understanding and practice of church growth and evangelism. When implemented, 170 people attended the first service. While theological belief is relatively high, active participation in churches is relatively low in this city (comparing national studies). The case study research method was utilized in this thesis to analyze the effectiveness of a non-denominational church planting (Christ's Church) in Amarillo, Texas to reach unchurched baby boomers.  It was determined that the church planting reached many in this target group and that it is an effective means of assimilating the unchurched into the Body of Christ. The methodology consists of five parts: the description of Jewish-Christian intermarriage in the United States; a discussion of the chavurah movement in the contemporary Jewish scene; a history of the founding of the Interfaith Chavurah for Liberal Judaism in Greater Hartford; the synthesis of a goal attainment model based on the works of Donald Metz and Talcott Parsons; and, the account of the ICLJ's first year and analysis of its achievements.  Although the ICLJ was founded as a conventional congregation, its identity sometimes became ambivalent and bordered on an informal support group. A study in the book of Acts, a literature search on church planting models and plans, a questionnaire and two case studies demonstrated the effectiveness of the model.
