Foundational to an understanding of fund raising for ministry is the precept that God owns everything and people are merely stewards of what God already owns.  This idea of giving back what already belongs to God redefines the twentieth-century concept of ownership.  Christians are stewards of all God has given.  With a historical perspective on fund raising, both from the church and parachurch organizations, the project develops a practical and appropriate plan for raising money into the twenty-first century. This project sought present attitudes on this problem through 213 pastor and 313 layperson questionnaires sent to churches within the Cape Cod Council, and random samples of the Massachusetts Conference of the United Church of Christ and Hyannis Federated Church.  Seminars were held for the respondents. The first part is historical and critical, explaining the views of recent authors who have opposed all church debt and offering a biblical and practical critique of those views.  Then all the biblical passages relevant to indebtedness are exegeted and interpreted.  The conclusions presented are that the Scriptures do not forbid borrowing for individuals and it is inconsistent to allow borrowing for individuals but not for churches. Four questionnaires were responded to by 64 Zairian Mennonites and 10 Mennonite missionaries. Historical research was done at the Africa Inter-Mennonite Mission (AIMM) headquarters in Elkhart, Indiana.  Used also were interviews, missiological writings, biblical research, and the writer's missionary experience. Through development of a mission statement, recruiting lay involvement in mission, and increasing financial giving to the congregation, the thesis was validated by results. There were also intentional efforts to increase the outreach proportion of spending.  The project uses case study approaches, looking at the efforts carried out within the target congregation. Applied to the context are congregational studies findings in regard to endowed churches, and a biblical studies component in examining the resources of faith. Giving to support a church budget, therefore, is dependent upon clearly stated missional objectives of a church.  This project developed a ministry action budget for Rockville First Baptist Church. A theological rationale for ministry action budgeting was developed from the biblical concepts of mission and stewardship, and the historical role of the church as community institution and change agent.  Using that background, the church's leadership established a budget philosophy.  A ministry action budget was then developed. This study has potential value and significance for churches and para-church organizations in that the Canadian Bible Society (CBS) could serve as a model for restructuring organizations. It asks whether marginal members are removed from the active member roll because of per capita apportionment expense and, if so, what impact this has on the total number of persons on active member rolls of Presbyterian Churches.  Research methods include 1) an investigation of General Assembly minutes to highlight historical sections; 2) interviews with executive presbyters to compare the funding philosophies and approaches of twenty-one presbyteries; 3) a survey of elders.  Main findings are that 1) per capita apportionments most influence the rate of removal of marginal members in churches with less than 150 members; 2) financial stress increases the likelihood that marginal members will be removed from the active roll; 3) once a person is placed on the inactive roll that person seldom becomes an active member again.
