Three areas are identified as contributing to stasis and decline; a shift in vision and values, the personality traits of pastoral leadership, and connection with the surrounding community. Three sets of diagnostic tools were used; the Transforming Church Index, Myers-Briggs Type Indicator and the FIRO-B Profile, Ministry Area Profile and Compass Report. The study employed qualitative and quantitative methods via surveys and interviews of missionaries, church leaders, and lay members within the EMC. The study determined that there has been a decline with multiple mitigating factors. The author used the scripture readings of the Easter Season Year A in a Parish Mission event. The study tested the effectiveness of the preaching through a questionnaire both before and after the preaching. The review of literature and analysis of interviews with church planters focused on three key areas of planting churches that affect pastors: the church planter as a man, the church planter's message, and the church planter's mission. In the area of the church planter as a man, the findings revealed that the church planter must be biblically qualified and spiritually gifted. In the area of the church planter's message, the findings demonstrated that the church planter must preach the gospel from all of scripture. In the area of the church planter's mission, the study determined that the church planter must join the mission of God by incarnating the gospel in culturally understandable ways. Factors contributing to continued success include:  excellent worship, attention to congregational fellowship and nurture, engagement in service to others beyond the congregation, a shared sense of congregational identity, a good fit between pastor and congregation, strong lay leaders, and sustainability, defined as enough money, enough members, and a good enough building so that neither the present nor future mission of the congregation is Five hypotheses guided this study: people from the mother church leave to plant the new church; church planters have a relationship with the mother church before starting a new church; daughter churches are planted locally in relation to the mother church; daughter churches are financially supported by the mother church for a period of time; and the people from the daughter church fully support the church planter. The hypotheses were supported by the literature and case study. As a result of these case studies, seven principles surfaced. The first principle is finding the 'right' person. Without the 'right' person, the rest of the principles do not matter. Principle number two is assessment, which verifies that he, is indeed the 'right' person for the job. Principle number three is the five percent rule: every new church that is planted will give five percent of its offerings to an escrow account for a minimum of three years. This is where the money comes from to plant new churches. Principle number four is partnering for the purpose of sharing resources. Principle number five is that a church plant becomes a fully functional church on its launch day, which allows the bookkeeping systems of the church to include paying the salary of the church planter from day one. Principle number six is raising support, which takes the pressure off the church planter to raise his full salary. Principle seven is networking, which makes partnering easier and contributes to the nonfinancial support of the planters.
