After locating Chinese families from telephone directories, the outreach effort included telephone calls, direct mail and door-to-door visitation.  These activities were conducted with the hope that church members would be trained to reach out to the community through different means, and would generate opportunities to share the gospel and to increase church attendance. The purpose is to work with couples in a premarital counseling setting to enable them to achieve genuine happiness in marriage and become rightly related to God by involving them in a local church.  Three counseling sessions include instruction in money management, biblical teachings about marriage, communication skills, and discussions about family relationships, religious background, and sexual satisfaction. A church with less than 10 per cent growth over five years becomes ineffective. However, a church that strives for both qualitative and quantitative growth will continue making useful disciples. This project's methodology was both practical and theological as the church evaluated where it was and where it needed to be.  Physical and spiritual growth occurred as the people examined biblically why they should grow.  This examination included Bible studies on the church's nature and mission as well as preaching on growth principles. People are seeking such a fellowship and when the covenant fellowship is not found in a particular congregation, seekers look elsewhere.  The ministry challenge addressed by this thesis is the intentional introduction and cultivation of interventions to develop characteristics which will move an aggregate congregation toward becoming a covenant fellowship, thus becoming more attractive to the seekers as well as more responsive to their needs.  The conclusions reached in this study are that it is possible to create those physical characteristics of a covenant fellowship within a congregation which make a difference in retaining active members. The multi-faceted approach included: the design and use of a semantic differential test (before and after) to determine the shifts in attitude; the cognitive goals of sermons, books, and discussions; the first-hand exposure to WCCC and a successful Maryland application; and the official vote of the congregation to shift to this model of ministry.  MCC was not sufficiently dissatisfied with the status quo to motivate them to make the large-scale changes necessary to adapt this model. The churches are more informed about the biblical and denominational directives for church growth.
