A Biblical and sociological foundation for planting churches was established, followed by an examination of supportive existing literature. Recent demographics, supplemented with interviews of ministry and civic leaders, provided sociological support. The resulting strategy for planting churches in Wyoming included methods to provide spiritual empowerment, community evaluation, leader evaluation, leader equipping, leader empowerment, and parent partnerships. Traits of the generations are discovered through literature review and field research, using the grounded theory method. Second, mission is described with eight viral factors that caused the spontaneous expansion of the early church. Third, the researcher created strategies to maximize the traits of the generations by reviewing which traits are leverageable or prohibitive related to the viral factors. Generational entelechies are discovered and generational cultures are defined to build a whole-church multi-generational missional culture. It utilizes a method of Participatory Action Research in order to develop a model of communal discernment for congregational use. The project addresses the biblical and theological issues related to the overcoming of barriers using as examples Nehemiah, Moses, Jesus, and Paul. There is also an in-depth study of the actual leading of a church through change. A focus group is used to determine a church's true receptivity to church. As the United Methodist Church in particular continues its numerical decline there is a renewed effort to discover models for ministry that are actively and missionally engaging the communities they serve. This case study of Solid Rock United Methodist Church provides one such model. From the research five transferable insights emerged. The observers rated their pastors fairly highly, except for a significantly lower rating on their 'challenging the process.' These congregations were forty percent smaller that the average congregation in the United States.
