First, the project director studied contemporary books by known church growth experts such as Thom Rainer, George Barna, Ken Hemphill, and Elmer Towns and books written by a leadership expert, John Maxwell.  Second, the project director interviewed church leaders who have helped churches transition from a plateaued church to a growing, vibrant community of believers.  Third, the project director studied the demographics of the Harbins community and the statistical data of the Ebenezer Baptist Church to compare the growth of the two entities to discover the effectiveness of the Ebenezer Baptist Church. After the research was completed, the project director developed a workshop for key leaders of the Ebenezer Baptist Church, Dacula, Georgia. Growth was determined from membership, worship attendance, and professions of faith data from 2000 to 2003. A researcher-created survey instrument recorded Internet use. The data yielded the following observations. Churches with higher growth rates exhibiting higher Internet use rates. Growing churches were four times more likely to host a web site than average. Pastors of growing churches use technology that can be adapted for ministry at a higher rate than average. The training was derived from the growth model practiced at Saddleback Community Church, as it was implemented in Toronto, Canada.  The dissertation reviews literature relevant to church growth theory and strategy.  It includes two data gathering surveys.  These surveys measure growth prior to and after the training.  The model provided good insight into training lay people for ministry as church planters. This project considers one congregation's exercise in experiential learning, from within their context, that promoted the church's missional discernment and community life.  Nine congregational members joined with the outside researcher to form a community-based action research team. This research was an evaluative study in the experimental mode, which utilized a pre-, mid-, and post-test design with no comparison group. In addition to evaluating Schwarz, I looked at the impact of contextual factors such as the growth/decline of the area's economy and divisions in the church. The project focused on analyzing the church and community demographics, the church's leadership structure, the church's organizations, and the ministries of the church.  The components of the project included: (1) the research of healthy church growth characteristics; (2) the gathering of available healthy church growth models for analysis; (3) the conducting of church surveys and questionnaires with selected leaders; (4) the design, administration, and evaluation of training sessions with the leadership team; and (5) the planning and creation of the strategy.  The final step of the project was the presentation of the strategy to the congregation. The evaluation of the project included expert opinions of the researched models, the equipping materials, and the formation of the strategy. The author examines the Diocese of Taita Taveta - geography, history and culture as well as the history of the Anglican Church and East African Revival. It presents church statistics from 1991-2000 and surveys three distinct groups of Anglicans: a- Anglicans (Waangilikana Damu), Irregular Anglicans (Waangilikana Jina) and Anglicans 'in diaspora'. Analysis indicates important pastoral factors to be addressed if growth is to be accelerated. Project presents theological reflection and pastoral response to the data.
