It has been said that the Japanese church membership has not grown as fast as the church memberships of other countries in the Far Eastern Division.  Why is the SDA mission so difficult in the country?  In order to answer this question the writer surveyed, analyzed and interpreted the work of the church.  He examined the pre-war and post-war political, geographic, economic, social and religious conditions of the country.  The post-war church history was divided into four ten-year periods: restoration and advance (1945-1955); dependence on missionaries (1956-1965); transition from missionaries to national workers (1966-1975); and independence from missionaries (1976-1985). In the second Quadrennium it received greater support from the Church.  Within the Southern New England Conference a strategy was put into place in 1983.  This project focuses on that strategy and raises questions about its relevance. To determine the impact of the strategy, visits are made to ethnic centers, a structured interview is held with Bishop George Bashore and questionnaires are sent to district superintendents, pastors and lay persons.
