Since this prediction is rapidly becoming a reality, the author shows the viability of this ministry. He researched the theological/biblical basis, the historical background, and the lives and ministries of ten bivocational and five full-time pastors in order to understand this ministry.  Information gathered was used to develop a workshop manual in the areas of time management, pastoral counseling and educational opportunities. An initial chapter examines the historical and cultural context of Boston and New England.  The invitation process and the complex organization of the crusade is detailed.  The effect of the crusade is measured by close analysis of questionnaires returned from ministers and lay leaders of churches who participated.  Returned questionnaires from inquirers reveal the motivations for attending and responding to the evangelist's invitation. This study examines the role of the churches as an important part of downtown Washington DC experienced the trauma of urban renewal.  Initially, the church's response was dominated by institutional concerns of building and maintaining itself.  Slowly, patterns of community involvement and mission evolved. The study concludes that the Mbarara Diocese's Eucharistic Centers' program does not accord with the ecclesiology of the small-community movement.  It contributes to the basic ecclesial community goals of the diocese by clarifying the theological and pastoral nature of the small-community movement as applied to Mbarara.  It suggests key issues which need to be dealt with in formulating a viable small-community program for the diocese, notably those related to the need for in-depth reflection about how current parish structures and leadership models should be modified to accommodate a BEC program. The thesis examines the historical reasons for the movement's creation, development and progress in the first six decades.  Initially the pioneers declared that fellowship alone was the basis of unity; however, soon the necessity of a doctrinal base was realized and this development is documented. The structural growth of the movement in eastern and western Canada and the initial organic relationship with the Assemblies of God in the United States are documented.  The final aspect presents the challenge of the future. The written project offers a theological reflection on these activities.
