The method of investigation included a theological study of the process and the obtaining of data from pastors and church committees through questionnaires and interviews.  The result of the study indicate that plannaging is suitable for use in a church, is helpful for administration, and that pastors lack confidence in the use of plannaging following training. Based upon methods used for policy formulation researched from business and educational management, a detailed process is given to guide in the development and use of policy statements in church management.  Drawing upon this process, and experience in other congregationally-governed churches, policy statements were formulated, acted upon and compiled into a 'Church Policy Manual'.  This manual is used as ready reference for the church leadership.
