Arguing that missionary discipleship moves at the speed of quality relationships, it proposes that a healthy social field—marked by trust, openness, and communion—between bishop and priests structurally amplifies missionary vibrancy. Integrating Catholic ecclesiology, organizational development theory, and mixed-methods research with priests across multiple dioceses, the study identifies attitudes and practices that strengthen or weaken this social field. The decline has affected all church affiliations, including Catholic, Protestant mainline, evangelical, Pentecostal, Anabaptist and independent churches of all sizes and ethnicities. In particular, Millennials, those in the age range of eighteen to twenty-nine years, have left the church in significant numbers or have never affiliated at all. The fastest growing segments of the American population are agnostics and atheists. Lancaster County, Pennsylvania, with nearly eight hundred churches is considered a Bible belt with a long history of consistent attendance. This project will explore whether there is attendance decline in Lancaster County and, if so, what can be developed to reverse the trend. Reader responses to a series on the subject in the Lancaster Sunday News will be used to help determine the extent, if any. At the same time, pastors of fifty churches of varying sizes, ethnicities and doctrine will be interviewed to examine local patterns. Some congregations want to maintain the status quo and dwell in survival mode, while other churches are imagining new possibilities for their ministry. Denominations are faced with these same issues and now must make some decisions regarding their future. Revitalizing the Church for a New Day: Identity, Purpose, and Theology provides hope for the local church and denominations as we discern the new thing that God is doing in our midst. After reading books and visiting churches during a three-month sabbatical, a survey was designed for churches to use as they wrestle with these issues. I administered this survey with about a dozen congregations and then met with them in a follow-up discussion. Following my interviews with these congregations and going through my own transition in ministry, I discovered that denominations and local churches must focus on three aspects of vitality. Mainline denominations do not have a clear identity, which has trickled down to the local church. Furthermore, we have traded theology for marketing and advertising. The research revealed that our denominations are in decline because congregational leaders are not equipped to discern their identity, purpose, and theology of ministry. While some degree of effectiveness has flowed from this process, I have felt an increasing desire to have a more complete understanding of the theological position reflected in the planning approach I have followed. Thus, I have chosen in this Project Report to fulfill this desire by making an ecclesiological study that expresses my theological view of the Church and the relationship of that view to the program planning procedures I have utilized within my tradition of congregational church polity. Therefore, in what I am titling, “An Ecclesiological Rationale of a Congregational Planning Process,” I have sought to pursue my search in the following way. In the first major division of this dissertation, I am presenting the Project Report itself. In it I have made two divisions. In Part A, I deal with the concerns related to making the ecclesiological study I referred to above. The basic need addressed herein is discontinuity in church operations which results from frequent personnel changes. Especially, churches which exist in a highly mobile and changing society are affected by a high rate of leadership turnover; and, therefore, require some method which facilitates easy transmission of essential information and speedy adjustment of leaders to their tasks. Otherwise, the frequent turnover of leadership may result in loss of essential information, waste of valuable time and energy, and misappropriation of resources…Described herein is a process by which a local church may develop an up-to-date operations manual. The document, produced through collaboration with local church leaders, provides a systemic method to transmit information and to acclimate leaders to responsibilities and tasks necessary for continuity in church operations. Group methods, research of existing policies and information, individual interviews of persons possessing special knowledge, and other such data-gathering methods as necessary to develop an up-to-date manual are described. Additionally, this project enlarges ownership of information concerning church operations by gathering such information into one document, which is presented for official adoption by the church. This project undertook an extensive literature review encompassing historical documents, contemporary studies, and scriptural references. Theological foundations were established through an exploration of relevant biblical passages.\r\n\r\nThe project progressed to the development of a training manual aimed at \r\nenhancing leadership awareness of church governance. This manual was  utilized during a three-day virtual session, which replaced the regular in-person WAC General Assembly meetings held three times annually. These sessions focused on biblical governance models and best practices, with the virtual format necessitated by legal concerns and travel logistics, ensuring broader participation and compliance.\r\n\r\nThe effectiveness of the research and the governance manual was evaluated using rubrics, matrixes, checklists, assessment tests, feedback, guides, and analysis frameworks. Upon hiring the current senior pastor in 2009, the church began a substantial revitalization journey that continues to this day. One of the early steps was revising the church's bylaws, which nullified all previous policies and left the process for future policy development unclear. As a church grows numerically, developing the systems that support its growth becomes paramount. This project addressed one of those systems by proposing the establishment of a policy development strategy. The first part  of this project explored the field of church policies to determine the best process for policy development. The second part examined the current policies at Stetson Baptist Church to determine policy development needs. The third and final part established a policy development strategy for church council consideration. Churches face significant challenges when senior pastors retire or transition without succession plans.\r\n\r\nThis study concluded that there are ten significant findings and ten actions that can reduce congregational anxiety and enhance the organizational continuity during a succession. The study found that congregations should be understood as emotional systems and that senior pastor transitions cause organizational anxiety. Self-differentiated leaders are essential to a healthy succession planning process, due to the emotional nature of the congregation. Succession plans that create organizational continuity must be aligned with a church’s mission, vision, and values.\r\n\r\nThe most important person in the succession planning process is the transitioning senior pastor. Senior pastors who remove significant barriers for their successor’s benefit have more succession success than those that do not. Contrary to popular belief, differentiated senior pastors can remain on staff after their transition in a reduced role. The longer the tenure of the transitioning senior pastor, the longer the succession planning process ought to be.\r\n\r\nTen hiring practices were recommended to alleviate the challenge of finding and hiring a successor: hire a culture fit, hire and develop an internal candidate, hire a young generalist, hire a successor years before their transition, and hire a succession consultant.
