The premise of the SGCC is that resource allocation reveals values.  Statistics were collected and analyzed per the SGCC concerning the allocation at FRBC of human, money, space, and time resources.  FRBC's leadership team concluded that resources were misallocated: Adults receive proportionately fewer ministry resources than do young children, children, and youth. The content of the seminary focused on excellence and quality in local church ministry. Surveys were used to measure the effectiveness on a church receiving the training and compare it to one which did not receive the training. Regular attenders, local ministry leaders, and guests participated in the survey process. The issues of excellence, quality, and customer service in both the corporate and church worlds were examined in literature as a background for the study. The author chose four case studies of pastors and churches in the Presbyterian Church USA who are the 'Joshua' following the 'Moses' of their churches. The long pastorates range from twenty-one to forty- five years. The churches are thriving in increases of worship attendance, membership, budget and staff. After a model of 'servant leader supervision' was constructed, pastors were invited to a two-phase workshop.     The first phase introduced the model, the skills necessary to implementing it, and culminated in the pastors writing their own supervision plans.  The workshop's second phase (a month later) focused on their implementation efforts. Particular attention was paid to issues of staff accountability and motivation. Chapter 1 defines the background of First Baptist Church and the current staffing issues. Chapter 2 addresses the scriptural basis for staff accountability and creating a high level of expectation for those who serve Christ. Chapter 3 examines the management examples from the business world. Chapter 4 describes the steps taken to move First Baptist Church to a high expectation staff. This supervision system incorporated the core elements of McCarty's model of a supervised ministry. Eight participants were selected from the staff team. They went through five training sessions and attained supervision sessions for four months. Most of the participants mastered the core elements of this supervision system.  In turn, they modified and applied it in supervising their staff members.
