Building a church-planting culture in a confessional Lutheran Setting takes a look at the extent of the problem and offers a solution through exponential church planting. However, this thesis is not a 'how to' for church planters, churches or denominations. Nor does it address how denominations (Lutheran or otherwise) can and should plant churches. Rather, it primarily addresses how confessional Lutheran churches, specifically Wisconsin Evangelical Lutheran Synod (WELS) churches have the privilege and the theology to plant churches exponentially. It is the author's prayer that WELS churches would be motivated to plant churches exponentially through the ideas shared in this thesis. This thesis explains the need and the theological implications of pursuing and implementing. It proposes and tests a model for a dismissal process and then evaluates that model. The model proposed consists of a four stage process: discernment, negotiation, dismissal, and reception. The project director analyzed new member assimilation data at Eastwood Baptist Church from 2009 until 2012 and discovered a low percentage of new member assimilation. The project director researched the fields of new member assimilation and strategy development along with the biblical basis of church membership. After the research segment the project director led Eastwood Baptist Church to create a New Member Orientation Committee to assist in developing a new member orientation strategy. The project director trained the New Member Orientation Committee to understand the basics of new member orientation and to develop a strategy to improve assimilation. Dealing with the needs of commuter households, determining ways to enable them to participate meaningfully in the life and ministry of the church, and facilitating the transformation of a commuter church into an outward focused, community-anchored church are adaptive problems. First, this dissertation demonstrates God's preparatory activity in general revelation. The first voyagers to Hawaii had a general knowledge of a supreme being. Second, this dissertation demonstrates God's use of historical events to present special revelation to the Hawaiians through the missionaries of the American Board of Commissioners for Foreign Missions. Finally, this dissertation demonstrates the application of research findings toward the writer's present ministry at Puna Baptist Church. These research findings will revitalize Puna Baptist Church's evangelistic strategy. The new evangelistic strategy will utilize the historical fact that the first Hawaiian voyagers had a general knowledge of a later monotheistic supreme being, and this evangelistic strategy will reveal that the religious system was imposed upon the Hawaiians by a foreign entity.
