A 447 page manual approaches the Bible inductively to discover patterns for a biblically consistent theology of leadership structure.  Christ is the head to whom each member is accountable.  Members are to recognize biblically qualified men raised up by God to be elders and deacons.  Elders remain as long as qualified, while deacons remain if qualified and needed. Deacons were church officers from the beginning of the organized church and there are over 61,000 in the United Presbyterian Church USA today.  Deacons and pastor-advisors in 119 Presbyterian churches were surveyed to discover organization and models of deacon ministry. The research design employs a questionnaire to obtain indicators as to where the board was in its development and what leadership development needed to occur for improved effectiveness. The design includes a lay focus group for interpreting data and developing leadership development sessions. The study includes a historical overview of church leadership, devotionals to focus the board's attention at the beginning of each educational session, and six leadership development sessions to be presented in monthly board meetings. To consider only liturgical presiding seems to neglect a holistic understanding of presiding. Five case studies of pastors in the local church of Greensburg, PA provided the core content of the research.  The comparative analysis surfaced the following three agreements.
