On-site observations and in-depth interviews of thirteen non-ordained pastors and some of their significant parishioners in five Midwestern dioceses who pioneered these appointments form the basis of this study.  Among the conclusions: most parishes, after an initial period of stressful change, adopted well to this new form of pastoring. Seven pastors were enlisted for a one-day seminar intended to generate a measurable increase in appreciating and understanding manifestos for ministry. Positive attitudinal changes were observed by means of a testing instrument and exit interviews. After presenting the historical development of the Order and defining the charism of its founder, the thesis explores the faith development and spirituality of young adult males who comprise college councils. Contemporary ecclesiastical documents, particularly Vatican II's 'Decree on the laity,' are employed to provide a theological background and understanding of laity, their mission and need for empowerment. Elements of the project included the use of a training program developed by the Sunday School Board of the Southern Baptist Convention, a series of sermons by the pastor on deacons and lay ministry, and a more in-depth study on these subjects.  Methods of study included the project activities, the evaluation of these activities, and consultation of numerous bibliographical resources.  The thesis includes biblical, historical, and theological studies on deacon ministry.  As a result of this study, deacons were held in higher esteem by the congregation because of their increased visibility and involvement. Some inactive members did return to the church. This project sought to carry out an experiment in caring ministry by training laypersons to care for the aged in the Donam community in Seoul, Korea. The results of pre- and posttests showed that the attitudes and beliefs of these laypersons regarding the nature and function of the church were significantly changed through participation in caring ministry. Thirty-three Chilean pastors answered questions in personal interviews about their churches, their neighborhooods and their own ministries. The project describes the existing lay counseling program at Rolling Hills Covenant Church (Rolling Hills Estates, California) and evaluates the success of the program through the spiritual well-being scale, the counseling program training questionnaire, the target complaints worksheet, and the post-counseling questionnaire.  The study concluded with affirmative results to all the evaluation measures, reporting positive responses from the counselors trained and from the counselees who saw those counselors.  Recommendations were made for pastors to think relationally in their Bible teaching and training, and for professional Christian therapists to think biblically in their counseling. The Witness Training Institute helped train lay volunteers to share their faith in Christ with the community at large.  In a three-month period, twenty-one people joined our fellowship.
