The author explores the empowering benefits of this in chapter four.  In chapter five, a step-by-step guide to instituting and using an innovative model of theological reflection in the local church is expounded. Part one of this project attempts to provide a theoretical framework by developing a theological perspective of the city, as shown in four areas: 1) an analysis of the phenomenon of urban growth around the world; 2) an examination of contextual and institutional obstacles to evangelistic actions in large urban centers; 3) the concept of the city in selected Christian literature; and 4) theological foundations for the strategy of geographical advance and city mission. The project involved six teaching sessions on spiritual gifts and a five-week ministry experience, matching new members' spiritual gifts with ministry needs within the church. The method tested was one developed by Paul Scott Wilson in his Imagination of the Heart.  For the practicum two groups of lay people were recruited: one was to help the pastor develop three sermons and the other to evaluate them.  The practicum discovered that Wilson's method is effective but is too involved to be used by most laity in a sermon preparation group. This project was designed and implemented to test the applicability of this method of lay involvement in ministry in a different context--the USA.  The results of this project obtained through questionnaire and personal interviews and supported by actual records demonstrated the applicability of this model in the USA. The dissertation probes New Testament material, historical material, and current thinking on ministry, including interviews with fifteen ministers in Churches of Christ, to provide some theological thinking about ministry.  In spite of some lack of clarity, the ministers interviewed showed remarkable agreement that preaching was their defining role. A support group and study group was used.  The support met and studied.  The study group studied material alone. Pre-tests and post-tests were given to both.  The study group performed on the tests as well as the support group.
