It presents a self-help model comprised of an exercise in ministry identification and three patterns for developing personal theology, exercising collegiality and evaluating ministerial practice. Ordained and lay ministers may employ the model by using resources available where they minister.  The project includes a description of an application of the model to youth ministry. Twenty appendixes document the process.  A definition of Lutheran ministry, a report on a multi-lingual survey of youth ministers in four countries, a theological statement for youth ministry and a method for improving skills are included. The hypothesis was that youth perceptions of a local congregation will change measurably if personal needs assessment, coordination of youth activities and establishment of a central youth forum are undertaken by the leadership on behalf of young people.  The project involved five distinct methods: 1) a needs assessment, 2) the recruiting of volunteers, 3) the preparation of the volunteers for ministry, 4) the development of a youth council, 5) an evaluation of effectiveness.  Pre- and post-project evaluation showed that youth perceptions of the parish became more 'positive'. A consequence is that young people are led to think a troubled marriage may be discarded conveniently.  The purpose of this project is to bring together biblical references and values, a study of current literature and insights gained from a survey of the attitudes of youth, to produce a program which influences young people in their attitudes and expectations regarding marriage. It provides a leader's guide and student book which develop positive attitudes about adults, the role of youth in the life of the church and conflict. It gives information about the polity and structure of the United Methodist Church and helps in developing skills in communication and group process. In response to this question the author formulated 'The Inquirer's Catechism' to measure the phenomenon. Over a two year period, the author taught a series of structured catechetical courses to four groups of inquirers.  He tested all participants on their perceived faith relationships with God at the beginning and the end of the instructions with a values clarification test, a diagrammed drawing project, and a self-report questionnaire. The author analyzed the statistics and noted all the signs of transformational process.  Forty-two inquirers gained new values concerning others; thirty-seven inquirers acknowledged closer relationships with God in the drawings; thirty-five had some sort of religious
