An overuse of power could lead to a negative, controlling environment where churches and people are harmed. An underuse of power could lead to a general malaise in the church: a lack of direction and passion for the Lord's work. This thesis-project was a leadership awareness study of the nature of power and authority in the role of pastoral leadership in which the biblical and theological perspectives on the issue of pastoral authority were explored. Through lecture and discussion, the project examined churches' views of Scripture and, moreover, whether they uphold the Bible as the only source of authority in the Christian life and Church.  Classes clarified understanding and deepened the participants' appreciation of sacred tradition while guiding them in discernment of the Church's call and purpose. Through research, personal experience, interviews with parishioners and lay preachers, as well as the Bishop of the Diocese, the author will show that the authority of the lay preacher does exists, but often not in the traditional manner understood by some Roman Catholics. He examines the development of liturgical practices and finds evidence to support this thesis.  He also considers the role of the teaching magisterium and discovers instances where doctrinal authority serves as a corrective to those worship patterns which may lead to false belief.  He concludes that both the worship practices and teaching authority of the church are important elements in determining doctrine. Two instruments were used in a retreat setting.  The instruments determined styles of leadership, defined ministry, discussed who performs the ministry, and to whom. The results provided opportunity for evaluation and setting of goals.  The most effective and dynamic churches were those that shared responsibility and power between clergy and laity.  All other factors, as important as they seemed at the beginning of the study, proved insignificant when the power issue was
