This dissertation describes a process for the calling of associate pastors.  The hiring of associate staff pastors, while containing similar elements to the hiring of senior pastors, is a different process which needs to reflect its own uniqueness.  Drawing upon interviews with pastors of large congregations and interviews with corporation leaders of major companies and industries, the writer seeks to devise a new methodology not currently employed. This study involved the placement process within the Episcopal Diocese of Central Florida during the past five years. Thirty parishes were evaluated after placement of clergy to determine the matching process' success.  The result of the examination indicated that the process works when followed carefully and without circumvention. The challenge facing the interim pastor is that of nurturing the emergence of that new identity and fostering unity among the people.  This needs to take place because St Andrew's is called to be the body of Christ, shaped by the institution, and expressed through community.  The church needs to move beyond reverence for the old church covenants to participation in the new covenant of the merged congregation.  The most important conclusion reached in this formation takes place naturally through stages over a period of time, namely, that unity is both the community's struggle for identity and the institution's product of goal achievement. The study examines leadership roles of ELCA interim pastors from 7 regions and addresses five developmental tasks of a congregation in search of a pastor. The study looks at theological, historical, ecclesiastical, and pastoral dimensions of a new approach to interim pastoral ministry in the ELCA. The study was limited to 69 women respondents who represent ten denominations.  Data was gathered through written questionnaires distributed by mail. Results indicate that the ordination and employment process is difficult for women.  74 percent report being hurt in their search for employment and ordination and 50 percent have run into discriminatory practices. According to LC-MS statistics (1977-1987) 17.2 percent of the Synod's parish clergy began a new ministry each year.  The author offers practical insights on congregations and leadership.
