The right character for Christians was assessed from the nine fruits of the Spirit as mentioned in Galatians 5:22-23, from which a weekly training program was actualized using lectures and sharing in small groups. Project results showed that the character of trained lay leaders showed improvements manifested in the leadership. The most disturbing facts of the termination data are the reasons cited. Since 1983 the most-reported reasons for termination are not moral failure (lying, stealing, sexual immorality), false teaching, or any other violation of biblical qualifications, but rather nonspecific reasons such as control issues, pastor's leadership style too strong/weak, or decline in membership. In response, the researcher interviewed sixteen congregants and six pastors from churches in the Washington, DC area about how they conceptualize and engage with pastoral authority. The researcher analyzed the interviews using a modified grounded theory approach. Analysis suggested congregants have an overreliance on a pastor's personal authority and an underdeveloped conception of a pastor's role authority. The six-session program (including group instruction and discussion, a six-part fable, and reflection questions) was based upon leadership behaviors described in First Timothy. Eight pastoral staff participated in the three-month program and were pretested and posttested using both quantitative and qualitative measurements. The results were statistically insignificant with regard to behavioral change. My research focused upon three areas of exploration: is God always present; can effective pastoral leadership skills be identified; and is balanced leadership in the church driven by sound theology? My purpose was to learn more about pastoral leadership as it relates to the life and mission of the church during times of disagreement and conflict. From Scripture, I focused on Moses as a model leader who faithfully led the people of God along a difficult journey of change, conflict and reconciliation. Building on a foundation of readings about pastoral leadership and church conflict, along with business management resources, my strategy was to prepare a series of questions to help guide my interviews with other pastors. Thus two hypotheses were studied using the case study method in two 'vision achieving' churches: (1) There is an association between those hiring decision-makers in the local church who pray and the church actually fulfilling its vision; and (2) There is an association between those hiring decision-makers in the local church who use best business hiring practices and a church actually fulfilling its vision. The thesis describes a biblical and theological basis for this presupposition.  It then presents a program undertaken to help seminarians focus on their spiritual formation for ministry, and presents an evaluation of that program based on feedback from the participants. This can occur because preaching is difficult, demanding and done in isolation.  Could a preachers' peer mentoring group encourage the preacher and strengthen their preaching?  The scripture reveals pastors need to be concerned about their preaching.  The Bible affirms mutual support and offers examples of peer mentoring.  Peer mentoring is widely used in many fields today.  From secular and Christian insights, a peer-mentoring program for preachers was designed, implemented, and tested.
