The first part of this paper seeks to give the pastor a self-definition of leader and equipper of the congregation. Using the Delphi technique, ministry professors and practitioners recommended 892 knowledge, attitude, and skill outcomes. These were synthesized to 99 outcome statements that were rank-ordered on a Likert scale resulting in the ten most effective outcomes for each domain. The final round of the Delphi elicited preferred learning experiences and assessment techniques. In chapter 1, the significance and aim of the study are stated.  An effort is made to clarify authority in Christianity in chapter 2. Chapter 3 discusses the authority of the pastor in the church.  The authority of the pastor in the Korean church is dealt with in chapter 4.  The following chapters examine the authority of the pastor in the PCK by means of research and personal interviews (twelve hundred pastors and congregations are included). Modern rabbis accept those changes, and attempt to use these new roles to establish their authority in the synagogue and community. Based on extensive interviews with Jewish Theological Seminary-trained congregational rabbis in northern California, the nature of that authority is studied.
