The author designed and implemented a course for leadership training, teaching the concepts developed by the Industrial Areas Foundation (IAF).  The project is set in the context of the history of organization development and congregational development.  The systems theories of Senge and Friedman are discussed.  These concepts are related to scriptural examples and theological and moral principles. A series of house and one-on-one meetings were conducted with the congregation and the community to model the action-reflection-action principle of community organizing. A new model of ministry, specifically a seven-ministry model, replaced the committee structure of the Session. Church auxiliaries of Hemingway Memorial African Methodist Episcopal Church of District Heights, Maryland, then reviewed the needs based on the mission and interest of the auxiliaries. After reviewing this data, a Christ-like response to community advocacy issues and needs, including housing and employment, was established. This project implemented new faith-based initiatives, a new church management structure, and instruction for key individuals and auxiliary groups. The study concludes that the Mbarara Diocese's Eucharistic Centers' program does not accord with the ecclesiology of the small-community movement.  It contributes to the basic ecclesial community goals of the diocese by clarifying the theological and pastoral nature of the small-community movement as applied to Mbarara.  It suggests key issues which need to be dealt with in formulating a viable small-community program for the diocese, notably those related to the need for in-depth reflection about how current parish structures and leadership models should be modified to accommodate a BEC program.
