The study presents a definition of theological reflection, a brief history of the theological reflection process and its theoretical framework and several applications in specific programs.  Out of them, fifteen theological reflection instruments are developed for use in a session meeting. The instruments are used and tested in the sessions of five Presbyterian churches of the Presbytery of Philadelphia, Presbyterian Church (USA). It is a structured way of reaching out to all the members of the congregation to let them know that the church cares about them.  Built into the program is direct, personal contact with nuclear, modal, marginal, and dormant members. Along with one-to-one contact there are new fellowship opportunities designed to low for closer relationships to develop within small groups. The author's experience during twenty-five years of ministry indicated a serious lack of knowledge by persons serving in that office; therefore, a biblical and historical study of the office of elder was made.  When the study was concluded, the material became part of a course of study designed for elders and deacons-elect in the Presbyterian Church (USA). The paper discribes how this need is being met in two smaller membership churches through the use and evaluation of 'Body Builders: Exercises in Leadership Development for Elders of Smaller Membership Churches,' a training manual written for the project.  The vital characteristics of smaller membership churches and the nature and origin of the office of elder are presented that these elders and churches may more effectively function in the upbuilding of the body of Christ. The purpose is to develop more precision in understanding the mission of the church and to provide a more systematic approach for accomplishing the mission founded upon the commissioning statements of our Lord, 'Go' and 'Follow me'.  An extensive training program for the development of the elders was established covering the areas of being called, history, teaching, flocking, prayer, creative listening, leadership, and gifts and talents.  The foundation undergirding this study was learning responsibility and accountability.
