The project director researched the field of strategic planning. Basic skills for effective planning were identified. The project director also researched the field of curriculum development. The information gained from researching both fields was used to develop appropriate strategic planning curriculum. Twenty-four learners attended the equipping sessions. The church council members represented varying degrees of past exposure to strategic planning. This study utilized a qualitative design using interviews with elders of the Presbyterian Church in Ireland.  The literature review focused on four aspects of pastoral care: strategies used by Sessions, personal involvement of elders, elements affecting elders' individual engagement, and assessment by elders of the pastoral care. This project asserts that congregationalism without a plurality of elders is unbiblical and unhealthy. It shows that over time the Southern Baptist Convention removed a plurality of elders from its congregational polity and replaced them with a democratic process. The research shows revived interest in a plurality of elders among Southern Baptists. These lay leaders are required to go through a course of education prior to assuming their office. The exact nature of that training is not made explicit in the church's constitution, so it is left to each congregation to discern a program that will prepare their ruling elders for faithful service. This mandated moment is an opportunity for positive spiritual growth. But many of the approaches to this task have relied on a heavily didactic method that focuses on transferring information, rather than a devotional method which focuses on spiritual formation. What is offered here is entitled 'Prayerful preparation: Elder education as spiritual formation.' This thesis-project shows how changes were made to the session of a PC(USA) congregation to attempt to improve effectiveness, and a policy manual growing from that experience was disseminated to other church leaders for their opinions. The researcher presents a theological motivation for churches to pursue changes in the leadership structure of the session. After examining modern and postmodern paradigms, the writer asserts that accommodations to the modern paradigm do not meet the demands and expectations of ministry in a postmodern context. The writer then proposes missional values and structures to enhance the effectiveness of the local church in the postmodern context. Together with a new emphasis on elders as spiritual leaders, this change fosters a renewed interest in the preparation and care of congregational leaders. This project proposes a new vision for elder selection and training, and retention that emphasizes the spiritual and perennial nature of the call to ordination as Ruling Elder. It incorporates spiritual discernment and sabbath-keeping as essential elements, including a redefining of the 'college of elders'.
